Dexter Mosley Act

Under the Dexter Mosely Act (Senate Bill 42), home study students in grades six through 12 are eligible to participate in extracurricular and interscholastic activities in the Oconee County School System. To participate, home study students must reside in the Oconee County School District, must be homeschooled for at least 12 months before registration, and must complete at least one qualifying course during any semester the student participates in an activity.

• Participation is only available at the public school that a home study student would attend based on his or her address.
• High school students must meet GHSA eligibility requirements. It is recommended that the school be contacted before registering to discuss eligibility.
• A “qualifying course” means an on-site class, an online course facilitated by OCS, or a dual enrollment course.
• Georgia Cyber Academy & Georgia Connections Academy are Georgia public schools. Students enrolled in these programs are not eligible for Dexter Mosely.
• Families interested in enrolling under the Dexter Mosely Act must complete the same online enrollment application as full-time Oconee County Schools students. 

Deadlines to Notify School:

• Fall Semester - July 1st
• Spring Semester - December 1st
   

Step 1: Step 1: Before the deadlines above, the Enrolling Parent/Guardian must complete the Dexter Mosley Participation Declaration Form and email it to the principal and assistant principal of the student’s zoned school, indicating the intent to enroll the student under SB42.

Step 2: Gather required documentation and prepare for upload:

• Birth Certificate
• Social Security Card
• GA 3231 Immunization Form
• GA 3300 Eye, Ear, Dental, Nutrition Form
• Two Proofs of Residence in Oconee County:
  • One item from each category is required:
    Category A: Current mortgage statement, lease/rental agreement, signed/notarized residency affidavit, or property tax bill
    Category B: Current utility bill (gas, water, electric) with service address shown – must be within the last 30 days
• Parent ID
• Guardianship / Legal paperwork (if applicable)
• Dexter Mosely specific documentation:
  • A copy of the most recent GaDOE Declaration of Intent to Homeschool form.
  • A current copy of the student’s transcript, including the number of cumulative units earned to date (for high school only).
  • A copy of the student’s most recent annual progress report, with written verification from the home school instructor that the student is currently receiving a passing grade in each home study program course and is maintaining satisfactory progress toward advancement.

Step 3: The Enrolling Parent / Guardian should click here to register their student for Oconee County Schools. In the application on the "Student" tab, there is a box to check that you are registering under "Dexter Mosely". You will upload the required documentation as well as acknowledge several assurance statements related to participation in the Dexter Mosely program. Once you have completed the online registration, an individual from the school will contact you with additional information.

Q: Can an SB42 student take more than one course?
A: No. Students registering under SB42 can take only one qualifying course offered by the district per semester.

Q: Is a student subject to all rules and regulations of OCS?
A: Yes. Students are required to follow the attendance policy, the Code of Conduct for Students, the Technology Use Agreement, the Athletic Handbook, and all other policies applicable to all Oconee County Schools students.

Q: Is a student exempt from any GHSA eligibility requirements?
A: No. The student must meet the same eligibility requirements as all full-time students.

Q: Is a student who participates eligible for any type of school choice?
A: No. SB42 students are required to attend their zoned school based on the address of his/her primary residence.

Q: Is a student who participates eligible to attend school functions such as the homecoming dance/prom or graduation?
A: No. Dexter Mosely students are not eligible to participate in the homecoming dance or prom. In addition, a Dexter Mosely student is not eligible to participate in graduation. 

Q: Can a student try out for or participate in any sports activity before submitting a declaration or registering?
A: No, the SB42 Participation Declaration form must be submitted, along with all required documents, and the student must be registered before being allowed to try out or participate in interscholastic or extracurricular activities.

Q: If the SB42 process is completed for a fall sport and the student is not selected to participate in that sport, must the student begin the SB42 process again to participate in a Spring sport?
A: Yes, each SB42 Participation Declaration form is specific to the sport/activity the student wishes to participate in.
