Title I
Title I Part A is a part of the Elementary and Secondary Education Act (ESEA). This act provides federal funds through the Georgia Department of Education to local educational agencies and public schools with high numbers or percentages of poor children to help ensure that all children meet challenging state academic content and student academic achievement standards. In Oconee County Title I serves students through Targeted Assistance Programs which help ensure that eligible children receive assistance to meet performance standards.
Schools in Oconee County that are eligible for these federal funds include:

- Oconee County Elementary School
- Colham Ferry Elementary School
- Malcom Bridge Elementary School
- Oconee County Middle School
- Oconee County High School
Funds are often used to provide students additional segments of reading and/or math instruction by a certified, highly qualified teacher and/or paraprofessional, and support materials in reading and/or math. Funds are also used to promote parental involvement through an active parent involvement program at the school and system level.

Title II
Title II, Part A Supporting Effective Instruction Grant funds are obtained by a State on the basis of the United States Department of Education’s (USDE) approval of either (1) an individual State plan or (2) a consolidated application that includes the program. Through the program, state and local educational agencies (SEAs and LEAs) receive funds using a USDE provided formula based on poverty and population.
The purpose of the Title II, Part A grant is
• to increase student achievement consistent with challenging State academic standards,
• to improve the quality and effectiveness of teachers, principals and other school leaders,
• to increase the number of teachers, principals and other school leaders who are effective in improving student academic achievement in schools, and
• to provide low-income and minority student greater access to effective of teachers, principals and other school leaders.
Title III - English to Speakers of Other Languages (ESOL)
English to Speakers of Other Languages (ESOL)
English to Speakers of Other Languages (ESOL) is a state-funded instructional program for eligible English Learners (ELs) in grades K-12 (Georgia School Law Section 20-2-156 Code 1981, Sec. 20-2-156, enacted in 1985). The ESOL Program is a standards-based curriculum emphasizing social and academic language proficiency. The curriculum is based on the integration of the WIDA Consortium English Language Proficiency Standards with the Georgia Performance Standards. This integration will enable English Learners (ELs) to use English to communicate and demonstrate academic, social, and cultural proficiency. It is critical that instructional approaches, both in ESOL and general education classes, accommodate the needs of Georgia’s ELs. To the extent practicable, it is appropriate to use the home language as a means of facilitating instruction for English language learners and parental notification.
Title III
Title III, Part A: Language Instruction for English Learners and Immigrant Students of the Elementary and Secondary Education Act of 1965 as Amended under the Every Student Succeeds Act (ESSA) P.L. 115-141, enacted March 23, 2018, awards subgrants to eligible Local Education Agencies (LEA) “to help ensure that English learners (ELs), including immigrant children and youth, attain English proficiency and develop high levels of academic achievement in English." [Sec. 3102 (1)]. Title III funds are utilized to provide supplemental services and activities to EL students, teachers, and their families beyond the scope of the state funded ESOL program. Title III funds may be used to provide additional instructional activities to facilitate in English Language Development and Proficiency, provide professional learning on effective instructional strategies, and facilitate family engagement opportunities.
