HB 91 Petition for High School Diploma

On March 30, 2015, Governor Nathan Deal signed into law House Bill 91 (O.C.G.A. § 20-2-281.1) that retroactively removes the requirement in the State of Georgia to pass exit exams as a condition to receive a high school diploma. As such, former Georgia high school students who have completed all requirements for high school graduation with the exception of passing one or more portions of the Georgia High School Graduation Tests, the Georgia High School Writing Test, or their predecessors and were denied a high school diploma solely for this reason are now able to petition the local board of education in which he/she was last enrolled to receive a high school diploma. The local board of education must determine the former student’s eligibility to receive a high school diploma based on the graduation requirements in effect when the student first entered ninth grade.

Former students who believe that they are eligible to petition for a high school diploma, whose last enrolled high school was North Oconee High School or Oconee County High School, and who wish to petition the Oconee County Schools Board of Education to receive a high school diploma must follow the procedure outlined below:

  • Fully complete the petition form that is linked below and also available in hard copy in the guidance department of each OCS high school.

  • Submit the completed form along with a photocopy of an official government issued photo ID either by mail to the attention of the guidance department of the OCS high school last attended or in person to the front desk of the appropriate high school.

Only petitions that include all requested information and documentation and are successfully submitted in a manner specified above will be processed.Processing of petitions may take up to four weeks and will occur only during times when school is in session.Petitioners will be informed once the determination of eligibility to receive a high school diploma has been made.
